marinaDr. Marcial Quirico C. Amaro III has been appointed as the new administrator of the Maritime Industry Authority (Marina), officially taking over last July 18 from Dr. Maximo Mejia, Jr.

Prior to joining Marina, Amaro was vice president of Chelsea Ship Management and Marine Services Corporation. He also worked with various private shipping companies mostly as a consultant, assuming the role of internal auditor, inspector, and accident investigator.

Fresh from college in 1982 through 1992, he served on various domestic and international vessels, working his way up from fourth engineer to chief engineer. From 1992 to 1997, he managed operations at the Philippine Transmarine Carriers, Inc. and in 1995 was also a project consultant for the International Maritime Organization.

In the succeeding years, the new Marina boss held other positions such as surveyor and assessor for American Bureau Shipping-Marine Services, Inc. and industry expert and coded assessor for Lloyd’s Register Quality Assurance. Amaro was also involved in the computerization of the Professional Regulation Commission’s Board Examination for Marine Engine Officers.

Until 2007, Amaro served as a consultant for the Petron Bataan Refinery and for the supply and operations division of Petron Corporation. From 2007 to 2013, he was marine manager and head of vetting at Petron.

His career background includes working with the Technical Education and Skills Development Authority (TESDA), and being a lecturer of several courses at the DNVGL Maritime Academy Philippines.

He was also a ship inspection report category 1 inspector from 2010 to 2013.

Amaro graduated in 1982 with a degree in Marine Transportation, majoring in Steam Engineering and Electricity, from the Philippine Merchant Marine Academy (PMMA).

He took his master’s degree in Shipping Business Management at PMMA in 2003 and was a commissioned naval officer on reserve, with the rank of captain at the Philippine Marine Corps.

Amaro completed his Doctorate in Philosophy-Management in 2011 at the International Academy for Management and Economics in Makati City. He passed the UK National Examination Board for Occupational Safety and Health Certification in 2013.

He is the recipient of the Most Outstanding Seafarer of the Year Award in 2003, and is the first in the Philippines to receive a DnV Certificate of Competence for Ship Superintendent in 2006. Amaro is an accredited inspector/surveyor and accident investigator, and is a certified lead auditor for ISO 9001, 14001, 22000, and OHSAS 18001 standards.
