
In a recent advisory, BIR-Accounts Receivable Monitoring Division (ARMD) chief Rosana San Vicente said that to facilitate processing of the Importer’s Clearance Certificate (ICC) and Broker’s Clearance Certificate (BCC), follow-ups will only be allowed Mondays to Thursdays, and no inquiries will be entertained on Fridays.
Moreover, ARMD will only entertain follow-ups or release ICCs and BCCs to representatives with an authorization letter.
Releasing of ICCs and BCCs with paid Certification Fee and Documentary Stamp Tax amounting to P375 will be from Monday to Friday.
ARMD is a unit of the BIR tasked to handle applications under the new two-tiered accreditation process set by the Department of Finance (DOF) in February this year.
Under the DOF policy, importers and customs brokers must first secure an ICC or BCC from BIR before proceeding with the second step of accreditation involving the Bureau of Customs (BOC).
As of September 30, a total of 5,465 importers and customs brokers have been granted regular or provisional ICCs and BCCs, or 36.4% of the 14,995 names that were registered with the BOC in February 2014. — Roumina Pablo
