ID-100124222As of December 11, a total of 11,040 Philippine importers have been accredited by the Bureau of Customs (BOC). Combined with the 1,277 customs brokers that have been accredited as of October 28, a total of 12,317 importers and customs brokers are tagged as active with the BOC, or 82.14% of the 14,995 listed in the BOC roster as of February 2014.

BOC noted the list includes Philippine Economic Zone Authority (PEZA) locators and is a mix of regular and provisional accreditation.

Based on a Department of Finance (DOF) ruling last February, all importers and customs brokers will have to go through a two-tier accreditation process, first securing an Importer’s Clearance Certificate (ICC) or a Broker’s Clearance Certificate (BCC) from the BIR before securing accreditation with BOC. Recently, DOF issued a new order exempting PEZA locators from having to apply for accreditation with BOC.

Earlier, BIR-Accounts Receivables Monitoring Division chief Rosana San Vicente said that as of October 14, BIR has received 14,820 applications for ICCs and BCCs. Of the total, some 9,000 applications have been processed, of which about 2,000 were issued regular ICCs or regular BCCs, while the rest were provided with provisional clearances.

San Vicente noted the remaining 5,154 applications—mostly applications that did not meet the criteria set forth by BIR Revenue Memorandum 10-2014 (implementing rules of the DOF accreditation order)—will be acted upon shortly. – Roumina Pablo
