A training institute that will provide competency-based training for Customs employees and enhance capabilities of tax collectors and administrators has been inaugurated by the Bureau of Customs (BOC) on April 13.

The Customs Training Institute (CTI) is equipped with training rooms, conference rooms, learning space for enrolled students, and houses the Office of the Chancellor, headed by Noemi Garcia; Office of the Vice Chancellor, headed by Elizabeth Pableo; and the Interim Training and Development Division.

BOC in a statement said it established CTI pursuant to Republic Act (RA) 10143, or the Philippine Tax Academy (PTA) Act, to implement a competency-based training framework for Customs employees and enhance the capabilities of tax collectors and administrators.

The institute aims to develop competent and effective public servants to improve the national tax collection efficiency.

Under RA 10143, the PTA should have learning institutes each for BOC, Bureau of Internal Revenue (BIR), and Bureau of Local Government Finance (BLGF).

BOC Internal Administration Group deputy commissioner Donato San Juan said the establishment of the CTI is part of BOC’s 10-point priority program in 2021.

Prior to the establishment of CTI, Customs employees had been undergoing training under the PTA. In 2021, BOC employees who were up for promotion and applicants for positions in the agency were required to take and pass relevant training courses offered by the PTA.

Under RA 10143, “All existing officials and personnel of the BIR, the BOC and the BLGF shall be required to undergo the retooling and enhancement seminars and training programs to be conducted by the Philippine Tax Academy.”

The law also requires “all applicants to the said bureaus…to pass the basic courses before they can be hired, whether on contractual or permanent status.”

RA 10143 originated in the House of Representatives on July 27, 2009. The Lower House passed it on February 1, 2010 and so did the Senate on June 4, 2010.

The legislation lapsed into law on July 31, 2010 without the signature of then President Gloria Macapagal-Arroyo, in accordance with Article VI, Section 27 (1) of the Constitution.
