New LTO chief vows to stamp out corruption

Newly installed Land Transportation Office chief, Assistant Secretary Jose Arturo Tugade, has promised to put an end to corruption and maximize LTO’s use of the latest technology to be able to serve the motoring public in the most effective and efficient manner.

In a speech during the turnover ceremony, the new LTO chief also urged his co-workers to sustain efforts to deliver greater customer experience to the public.

Continuing his predecessor’s goals, Tugade vowed to rid the agency of corrupt personnel and end corruption, particularly in the processing of documents such as motor vehicle registration and driver’s license applications.

“Through the power of digitalization as envisioned by Assistant Secretary [Teofilo Guadiz III], we believe that the days of corruption in this agency are numbered. I shall continue to tread the path laid down by Assistant Secretary Guadiz for a fully digitalized, transparent, and corrupt-free LTO of the future,” Tugade said.

Also part of his priorities is to pursue and intensify LTO’s campaign on road safety. The Department of Transportation, he said, has put in place a Philippine Road Safety Plan (PRSP) that calls for zero death in road accidents.

DOTr in 2011 launched a road safety plan in a bid to achieve the goal of reducing the number of road crash deaths by 50% in 2020. An updated version, PRSP 2017-2022, was launched in 2017 and serves as a roadmap for road safety interventions in the country.

“We need roads that are safe not only for motorists but also for pedestrians and the general public, especially our children,” Tugade said.

Tugade, the son of former Transport Secretary Arthur Tugade, replaced Guadiz, who is now assistant secretary for the road sector of the DOTr.
