Port operator endorsement required for ancillary service providers accreditation

  • The port operator’s written endorsement is now required when ancillary service providers apply or renew their permit to operate with the Philippine Ports Authority
  • This new requirement is in line with PPA’s mandate to uphold safe, secure, and efficient port operations
  • It is also in recognition of recurring issues involving non-compliance of certain service providers with port-specific Health, Safety, Security, and Environmental standards
  • The policy is contained in PPA Operations Memorandum Order 007-2025 dated August 29, which took effect immediately

The port operator’s written endorsement is now required when ancillary service providers ((ASP) apply or renew their permit to operate (PTO) with the Philippine Ports Authority (PPA).

This new requirement is in line with PPA’s mandate to uphold safe, secure, and efficient port operations, and is in recognition of recurring issues involving non-compliance of certain ASPs with port-specific Health, Safety, Security, and Environmental (HSSE) standards, based on PPA Operations Memorandum Order (OMO) 007-2025 dated August 29.

OMO 007-2025 took effect immediately.

The order aims to “facilitate integrated planning and coordination between ASPs and port terminal management operator (PTMO)/cargo-handling operator (CHO) in support of berth management, dispatch scheduling, and terminal efficiency” and enhance financial transparency and auditability in ASP-related transactions.

It also aims to strengthen regulatory oversight and provide an objective mechanism for flagging non-compliant service providers.

With this, all new and renewal applications for ASP accreditation or PTO must include a PTMO/CHO-issued endorsement certifying that the applicant is compliant with the terminal’s HSSE protocols, operational coordination requirements, and other site-specific standards.

PPA port management offices will verify the authenticity of the PTMO/CHO endorsement before processing the ASP’s application.

Applications received without the required PTMO/CHO endorsement shall be considered incomplete and will not be processed.

Ancillary services refer to services other than the primary services in port operations. – Roumina Pablo
