PPA sets up special units to operate 3 ports in Mindanao

  • The Philippine Ports Authority has created special takeover units to operate the cargo-handling operations at the ports of Isabela, Ipil, and Margosatubig in Mindanao
  • These will be in place unless revoked or amended, or until a contract or notice to proceed is issued to a winning bidder for port terminal management

The Philippine Ports Authority (PPA) has created special takeover units (STU) to operate the cargo-handling operations at the ports of Isabela, Ipil, and Margosatubig, all located in the southwestern part of Mindanao.

PPA Isabela Port Services (PPA-IPS) and PPA Ipil and Margosatubig Port Services (PPA-IMPS) were created through Memorandum Order (MO) No. 010-2025 and MO No. 011-2025, respectively, to ensure the continuous and uninterrupted cargo-handling and other related services at the three ports.

PPA-IPS will manage Isabela port in Basilan while PPA-IMPS will handle the ports of Ipil in Zaboanga Sibugay and Margosatubig in Zamboanga del Sur.

The management, supervision, and control of both STUs will be under the port manager of PPA Port Management Office-Zamboanga, to be complemented by PPA officials and employees as designated by the general manager.

Among their functions and duties, the STUs should ensure the continuous and uninterrupted cargo-handling services in a more efficient manner and collect the existing rental rates, cargo handling fees and other charges for cargo-handling services rendered.

They should utilize, where applicable, the present labor force of the previous cargo-handling operator under a contract of services and conditions prevailing at the time of effectivity of the MOs.

The two MOs will remain in force unless revoked or amended, as circumstances may warrant, or until a contract or notice to proceed is issued to the winning bidder for any of the port’s terminal management.

PPA has been creating STUs over the past years to take over the operation of ports when necessary, such as when the existing cargo-handling operator’s contract has expired and no operator has been selected yet. – Roumina Pablo
