The Bureau of Customs-Port of Cebu (BOC-Cebu) has launched its own homegrown system that automates the assignment of boarding teams to incoming foreign vessels.

The collection district’s Automated Boarding Assignment Management System (ABAMS) is a Web-based solution that ensures fast and convenient boarding assignment. It is a departure from the traditional manual assignment using roulette, BOC-Cebu said in a statement.

The system features an automatic and random assignment of boarding teams, real-time updates on boarding assignments including personnel and vessel status, approval of requests by the deputy district collector for operations, and generation of electronic copy of assignment orders.

ABAMS also features automatic notification of assignments to members of the boarding team via short message service (SMS), and uploading of reports upon completion of boarding formalities.

The system is used by BOC-Cebu’s Piers and Inspection Division.

BOC-Cebu said this is part of its continued implementation of good governance initiatives and the employment of automation and digital solutions in its systems and processes.

BOC has been implementing information and communications projects that aim to attain more streamlined and efficient customs processes and procedures and enhance trade facilitation.

The bureau had said earlier that it had digitalized 91.76% of its processes as of June 2022, and aims to automate 98% by the end of the year.
