DOTr sets up Flagship Project Management Office

The Department of Transportation (DOTr) has established a Flagship Project Management Office (FPMO) to accelerate the implementation of major transport infrastructure projects.

The creation of the FPMO was formalized through Department Order 2025-002, issued by  Transportation Secretary Vince Dizon on February 21 following President Ferdinand Marcos Jr.’s directive to improve mobility and reduce commuter travel time, the DOTr said in a statement.

The DOTr-FPMO will direct policy, oversee implementation, and allocate resources for the priority infrastructure flagship projects or IFPs.

It will also track project timelines and ensure efficiency in execution. Among the priority IFPs under FPMO supervision are:

• Metro Manila Subway Project

• North-South Commuter Railway Project

• EDSA Busway Project

• EDSA Greenways Project

• Cebu Bus Rapid Transit (BRT)

• Davao Public Transport Modernization Project

Dizon, who will personally lead the FPMO, emphasized his commitment to strict project timelines. “The PMO will be under my direct supervision, ensuring each project is completed according to strict timelines. We will set firm deadlines for all our projects,” he said in a mix of Filipino and English.

The transport chief will likewise identify other projects as priority IFPs as “maybe deemed necessary in the future.”

As part of its functions, the FPMO will coordinate with DOTr agencies, partner organizations, and other government offices involved in transport projects. It will also streamline and synchronize budgeting and project execution for more efficient resource allocation and monitor and evaluate the progress of priority IFPs.
