Forfeited goods worth P4.6 million was recently condemned by the Bureau of Customs-Ninoy Aquino International Airport (BOC-NAIA).

The goods consist of expired and unregistered food items, used UV lamps, prohibited Chinese medicines as well as 60 cartons of counterfeit cigarettes (the last with an estimated market value of P 3.893 million). All goods underwent condemnation through pyrolysis under the supervision of BOC-NAIA’s Auction and Cargo Disposal division.

In a statement, BOC-NAIA district collector Carmelita M. Talusan stressed the importance of preventing the entry of prohibited goods especially medicines and food products that were illegally imported without the necessary permits. Talusan also highlighted the importance of ensuring ease of doing business and expeditious release of goods.

The proceedings are part of the NAIA customs port’s effort to ensure that its warehouses and facilities can accommodate all incoming importations.

Under Customs Memorandum Order 24-2021, goods subject to condemnation are the following:

  • Restricted goods highly dangerous to be kept or handled
  • Goods absolutely prohibited unless the mode of disposition is specifically provided by the Customs Modernization and Tariff Act (CMTA)
  • Goods prohibited by law to be released, unless the mode of disposition is specifically provided by the CMTA or by regulation
  • Goods with no commercial value
  • Goods injurious to public health

Modes of condemnation include rendering, crushing, thermal decomposition, breaking, shedding, pyrolysis, dumping if application and deemed as the most practicable, or any other method deemed appropriate by the Condemnation Committee and approved by the district collector.
