President Ferdinand Marcos, Jr. has created the Semiconductor and Electronics Industry (SEI) Advisory Council under Administrative Order No. 31.
Signed on March 28, the order seeks to strengthen the semiconductor and electronics sector. The council will serve as the President’s chief advisory body on the development, promotion, and competitiveness of the semiconductor and electronics sector.
The Department of Trade and Industry has been ordered to craft the Philippine Semiconductor and Electronics Industry Roadmap to “serve as strategic framework aimed at accelerating the growth and global competitiveness” of the country’s semiconductor and electronics sector, in coordination with the SEI advisory council.
The council will guide this process to ensure alignment with national economic goals.
The advisory body will be chaired by the Special Assistant to the President for Investment and Economic Affairs, with the trade secretary as vice chair. Members include the heads of the National Economic and Development Authority, Finance, Science and Technology, Energy, Labor, Education, Technical Education and Skills Development Authority, Commission on Higher Education, and the Bases Conversion and Development Authority, along with one private sector representative to be appointed by the President.
The Philippines holds a 5% share in the global semiconductors and electronics packaging market.
“This development provides us a platform to supercharge industry growth, drive innovation, and enhance our global competitiveness,” said Frederick D. Go, Special Assistant to the President for Investment and Economic Affairs in a statement. “It is part of our broader strategy to advance domestic manufacturing capabilities and move towards higher value-added activities.”
Go emphasized the council’s role in enabling a whole-of-government approach to unlock investment opportunities and generate thousands of jobs across the sector.
