President Rodrigo Duterte approved less restrictive quarantine measures for the National Capital Region, placing it and some areas under general community quarantine (GCQ) from June 1 to 15.

“The NCR will now be placed under the general community quarantine or the GCQ starting June 1,” said Duterte in a public address on May 28 after meeting with officials of the Inter-agency Task Force on Emerging Infectious Diseases (IATF-EID).

GCQ is a less restricted form of community quarantine than modified enhanced community quarantine. MGCQ, meanwhile, is a more relaxed version of GCQ and is the transition phase prior to the “new normal.”

The following areas will also be on GCQ from June 1:

  • Davao City
  • Cagayan Valley
  • Central Luzon
  • Calabarzon
  • Pangasinan
  • Albay

The rest of the country will shift to MGCQ, Duterte said.

According to the revised omnibus guidelines in the implementation of community quarantine in the Philippines, the logistics sector is part of industries and activities allowed to operate at full capacity.

In areas under GCQ, road, rail, maritime, and aviation sectors for public transportation should operate at a reduced operational and vehicle capacity in accordance with guidelines by the Department of Transportation (DOTr) and in compliance with social distancing requirements.

In areas under MGCQ, public transportation should operate at a capacity in accordance with guidelines by DOTr and again in compliance with social distancing requirements.

Movement of all types of cargoes via land, air, and sea within and across areas placed under any form of community quarantine should remain unhampered. Workers in the logistics sector should likewise be allowed to transit across areas placed under any form of community quarantine.
