The Technical Education and Skills Development Authority (TESDA) formalized its partnership with two industry associations aimed at developing technical-vocational training programs for the logistics industry.

TESDA on August 19 signed two memoranda of agreement — one with the Supply Chain Management Association of the Philippines (SCMAP) and another with the Private Express and Messengerial Association of the Philippines (PEMAP). Each of the MOAs will work toward the establishment of a National Industry TVET (technical and vocational education and training) Board (NITB): for supply chain and logistics operations with SCMAP, and for last mile delivery with PEMAP.

Other MOA signed during the event were for NITBs for the furniture and health industries.

A TVET industry board is an independent, industry-led body that aims to bridge the gap between the demands of the industries and the TVET skills standards by ensuring that education and training systems are responsive to labor market needs.

Industry boards are quadripartite bodies formed with representatives from employers, labor, learning institutions, and government.

“Through this collaboration, TESDA ensures that its training programs are industry-driven, future-ready, and aligned with national workforce development priorities,” TESDA said in a social media post.

SCMAP executive director Corazon Curay, in a speech during the MOA signing, said the development is “one further step in making our country’s supply chains world class.” Prior to the establishment of the NITB for supply chain and logistics operations, SCMAP was also part of the National Capital Region TVET Industry Board for supply chain and logistics.

“Supply chain and logistics is the backbone of any competitive economy. As the Philippines makes a bid for a stronger, more responsive and more proactive economy – one that brings prosperity and opens possibilities to Filipinos of all stripes, wherever they may come from – it is important that we boost our supply chain capabilities so we can continue supporting new businesses, new products and new innovations to greater heights,” Curay said.

She said SCMAP, as the NITB for supply chain and logistics operations, commits to “work tirelessly not just to expand supply chain education, but to improve access to best practices in supply chain management to businesses and entrepreneurs across the country.”

For her part, PEMAP president Alma Rias, welcomed the collaboration with TESDA and the TVET Board.

“The last mile delivery sector is growing at an incredible pace, and it’s essential that our workforce is equipped with the right skills to ensure efficiency, professionalism, and safety,” Rias said in a statement sent to PortCalls.

“This collaboration will not only benefit individual workers by providing them with greater opportunities but will also contribute to the overall growth and professionalism of the industry. This initiative underscores PEMAP’s and TESDA’s shared commitment to empowering the Filipino workforce and fostering a culture of continuous learning and excellence,” Rias added
