Starting August 21, new toll will be collected at the R-1 Expressway (Seaside to Zapote) and R-1 Expressway Extension, Segment 4 (Zapote to Kawit) of the Manila-Cavite Toll Expressway (CAVITEX).
This comes after the Toll Regulatory Board (TRB) authorized Cavitex Infrastructure Corp. (CIC) and its joint venture partner Philippine Reclamation Authority (PRA) to collect the provisional adjusted toll.
CIC and PRA filed a petition for periodic toll rate adjustment in September 2017 pursuant to their right under the toll operation agreement, which allows them to apply for an adjustment of the toll fees every three years.
After a review and compliance by CIC and PRA on requirements set by the TRB, including the publication and posting of surety bond, the Notice to Start Toll Collection for the provisional adjusted toll fees was issued to CIC and PRA on August 11, 2023.
Starting midnight of August 21, CAVITEX motorists traveling from MIAA Exit to Longos, Bacoor (and vice versa) would be charged the following value-added tax-inclusive rates per vehicle class at the Parañaque Toll Plaza:
- P35 for Class 1 vehicles
- P70 for Class 2
- P104 for Class 3
Meanwhile, motorists traversing Longos, Bacoor to Kawit (and vice versa) would be charged at the Kawit Toll Plaza:
- P73 for Class 1 vehicles
- P146 for Class 2
- P219 for Class 3
The last toll increase for R1 was implemented on May 12, 2022 for CIC and PRA’s 2011 and 2014 petitions and Phase 2 Enhancement Works.
For R1 Expressway Extension, Segment 4, it will be the first adjustment since May 1, 2011.

With the toll adjustments, TRB said CIC and PRA are expected to continue performing their operations and maintenance obligations in accordance with the required standards; and to complete their ongoing expansion and improvement projects such as the C5 Link, and enhancements on their electronic toll collection system, among others, and other future expansion projects.
In a separate statement, CIC said it will be reactivating the Abante Card program to support PUV operators and drivers who ply the CAVITEX thoroughfare, including jeepneys, UV Express, and buses. Through the program, PUV operators and drivers can enjoy the old toll rates, helping them sustain their businesses and facilitate affordable transportation options for commuters.
Through a simple RFID enrollment process, operators can easily register their accounts in coordination with their respective transport organizations. Once enrolled, the program will automatically apply the reprieve for a duration of 90 days, starting from the first day of the implementation of the new toll rates.
Through the years, CIC and PRA said they have jointly undertaken various enhancements, including a full asphalt overlay across the entire stretch of the expressway, the construction of the Pacific fly-over and Marina left turning facility, the widening of Las Piñas, Wawa, and Parañaque bridges, and regular heavy maintenance works, to ensure optimal road quality. To enhance the efficiency of its toll collection system, the toll road operator has implemented Automatic License Plate Recognition technology. This advanced system utilizes smart cameras to instantly recognize and capture vehicle license plates at all toll booths, enabling seamless and fast-track cashless transactions. These improvements have greatly contributed to the safety and convenience of the 160,000 average daily motorists who rely on CAVITEX.
