Zen Industrial Pharma Ecozone (ZIPZ) in Tarlac will host the country’s first pharmaceutical manufacturing facility certified by the US Food and Drug Administration, according to Philippine Economic Zone Authority (PEZA).
Located in Luisita, Tarlac, ZIPZ officially broke ground on March 26 and is set to become a major producer of sterile injectables, biopharmaceuticals, and active pharmaceutical ingredients for regulated markets. Furthermore, it will be the country’s pioneering Active Pharmaceutical Ingredient manufacturing site, opening new opportunities for medicine production.
PEZA said the development supports the Marcos administration’s goal of strengthening the domestic pharmaceutical industry, lowering drug costs, and ensuring broader access to essential medicines.

ZIPZ has committed an investment of $20 million, with construction expected to be completed within 12 months. The ecozone joins Tarlac’s Victoria Industrial Park, the country’s first pharmaceutical-focused economic zone, further establishing the province as a center for medical manufacturing.
Meanwhile, PEZA also signed an agreement with Japan’s Kaneko Medical Philippine, Inc. on March 27 to expand its medical manufacturing operations at the First Philippine Industrial Park in Batangas. The expansion will include the production of guidewires and other advanced medical instruments.
“With all these promising developments and opportunities, we are confident that, together with our government and industry partners—such as the Philippine Chamber of the Pharmaceutical Industry—and our developers and locators, like Zen Industrial, we can propel the country’s pharmaceutical industry forward,” said PEZA director general Tereso Panga.
“This will not only enhance accessibility to quality healthcare but also create employment opportunities and drive inclusive socio-economic growth, particularly in Tarlac and other provinces,” Panga said. He added that the project would “transform the country into a thriving pharmaceutical hub.”
