Four expressway projects by San Miguel Corporation (SMC) are at the final engineering design (FED) phase, according to the Toll Regulatory Board (TRB).

These are the Pasig River Expressway (PAREX), Northern Access Link Expressway (NALEX), Southern Access Link Expressway (SALEX), and South Luzon Expressway (SLEX) Toll Road 5 (TR 5), TRB executive director Alvin Carullo told media in a recent interview.

Carullo said NALEX is already in the advance stage of FED and construction may start in the last quarter of 2024.

For PAREX, Carullo admitted implementation may take time as it is being opposed due to environmental concerns. PAREX is a 19.37-kilometer (km), six-lane, all elevated expressway that will traverse the Pasig River from Radial Road 10 in the City of Manila to its termination at a connection with the proposed South East Metro Manila Expressway at Circumferential Road 6.

The supplemental toll operation agreement (STOA) for PAREX was approved on March 14, 2022.

NALEX is component 1 of the Greater Capital Region Integrated Expressways Network (GCRIEN). It consists of two phases. Phase 1 is a 136.4 km expressway envisioned to provide connectivity between the Metro/Mega Manila, SMC’s New Manila International Airport in Bulacan, and Central Luzon as an extension and/or linkage of the Metro Manila Skyway Stage 3 at Balintawak.

Phase 2 is a demand-driven expansion from Masantol, Pampanga to Tarlac City. The STOA for the project was approved on May 6, 2022.

SALEX is component 2 of the GCRIEN and is a 40.65 km elevated expressway network comprising of the Shoreline Expressway and three Skyway Stage 3 extensions, namely: C3-R10 Extension, Quirino Extension, and Buendia Extension. Its STOA was approved on June 27, 2022.

Lastly, SLEX TR 5 will be composed of eight segments that will run parallel to the existing Philippine National Railway, Maharlika Highway and Padre Burgos National Road or Quirino Highway. It will start from the terminal point of SLEX TR4 Project at Brgy. Mayao, Lucena City, Quezon and will end at Matnog, Sorsogon near the Matnog Ferry Terminal. Its STOA was also approved on June 27, 2022.

PAREX, NALEX, and SALEX will be operated by SMC subsidiary Skyway O&M Corporation while SLEX TR 5 will be operated by SLEX operator Manila Toll Expressway Systems, Inc.
