The Aurora Pacific Economic Zone and Freeport Authority (APECO) will bid out construction of the passenger terminal building and air traffic control tower of Casiguran Airport in the second quarter of 2026, accelerating efforts to transform the northeastern Luzon facility into an international gateway that connects Aurora Province directly to global markets.
APECO president and CEO Atty. Gil Taway IV confirmed the bidding schedule, framing the airport as the cornerstone of a larger infrastructure program designed to position Aurora as a competitive hub for tourism, trade, and investment.
“We will be bidding out the passenger terminal building and air traffic control tower this second quarter of the year,” Taway said in a statement.
He stated that upgrading Casiguran Airport to international standards would greatly enhance the province’s appeal to foreign investors, tourists, and new industries by providing a direct air connection to global destinations.
The project drew strong backing from Aurora’s lone district representative Rommel Rico Angara, who laid out a phased timeline for the airport’s development at the APECO-InfiniVAN memorandum of understanding signing ceremony on March 27.
Angara said commercial flights into and out of Aurora Province are expected to begin operating by June 2027, ahead of the full international airport target.
“In Baler, we have a domestic airport. But in Casiguran, together with APECO and the Board of Directors, our vision is for the coming years — final timeline will be 2028 — to have an international, operational airport in Aurora Pacific Economic Zone,” Angara said.
APECO is also advancing its flagship infrastructure project, the Casiguran International New Port, a proposed greenfield port development in Casiguran.
The proposed port, facing the Pacific Ocean, is designed to function as a key maritime hub that supports manufacturing, logistics, and export activities. It aims to strengthen the Philippines’ direct connectivity to the Asia-Pacific region and global markets.
