Aviation stakeholders warned vs CAB chief impersonators

Aviation stakeholders were warned against individuals claiming to represent Civil Aeronautics Board (CAB) executive director Atty Carmelo Arcilla.

According to reports, persons claiming to represent Arcilla solicit funds for a variety of purposes, Arcilla said in an urgent notice to stakeholders.

An airline executive reported receiving a message supposedly from Arcilla. The scammer initially sent friendly messages then solicited financial assistance for a supposed scholarship program.

“Please be aware that this scam is not new. It rears its ugly head every now and then. A few years ago, there was a spate of the same impersonations,” Arcilla said in Memorandum Circular No. 2 dated September 7.

He noted that at that time, the scammer apparently read public notices of hearings involving CAB stakeholders and secured the names and numbers of stakeholders. The scammer then called the stakeholders, identifying himself as the CAB chief and claimed he had already taken care of their CAB application then promptly tried to extort money.

“Be advised therefore that the Executive Director of the CAB is never asking and will never ask for any solicitation for any purpose from aviation stakeholders,” the notice said.

“Finally, we would like to assure our stakeholders that the CAB remains committed to its highest regard for a true and honest delivery of public service,” the notice added.
