The bid documents for the New Zamboanga International Airport Development Project has been moved to May 21 from the original deadline of May 14, according to the Department of Transportation (DOTr).
The move gives bidders ample time to prepare and submit “a comprehensive and responsive proposal,” DOTr Bids and Awards Committee for Aviation and Airports Sector chairperson Marinel Ramos said in a supplemental bid bulletin.
The P92.5-million contract involves preparation of an airport master plan for the medium-term (2035) and long-term (2045).
According to the project’s request for expression of interest, interested bidders, whether local or foreign, should have experience on completing consulting services of size, complexity, and technical specialty comparable to the requirements of the project, including quality of performance.
The bidding will be conducted through an open competitive bidding procedure under Republic Act No. 9184 or the Government Reform Procurement Act.
The contract should be completed within 360 calendar days or 12 months.
The proposed New Zamboanga International Airport will replace the existing airport. It will be located in Barangay Mercedes and Barangay Talabaan in Zamboanga City, with small portions at the southwest end in Barangay Zambowood.
As Zamboanga is the commerce hub and economic engine of Region IX and BaSulTa (Basilan, Sulu, and Tawi-Tawi), the airport will help to restore the city’s prominence in Mindanao, according to the project’s terms of reference.
Based on the forecast of a 2018 feasibility study, the proposed New Zamboanga International Airport will accommodate 1.987 million passengers annually in the medium-term (2030) and 5.937 million passengers for the long-term (2040).
In 2022, the Zamboanga City government announced it bought 20 parcels of land for the construction of the new Zamboanga airport. The new airport covers a total area of 175 hectares traversing barangays Mercedes, Talabaan, Zambowood, about 17 kilometers away from the city proper. The existing Zamboanga International Airport, meanwhile, is planned for conversion into a commercial complex.
