The Bureau of Internal Revenue (BIR) has launched the Registered Business Enterprise Taxpayer Service (RBETS), designed to cater exclusively to the country’s over 5,900 RBEs.
Launched on January 27, RBETS will assist with tax compliance and ensure the prompt resolution of issues, the Department of Finance (DOF) said in a statement.
RBEs are companies registered with investment promotion agencies such as the Philippine Economic Zone Authority and Board of Investments, and are engaged in specific projects such as manufacturing and export that qualify for tax incentives under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act or Republic Act (RA) 11534.
The establishment of the specialized office is a central feature of RA 12066, or the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE Act), which aims to enhance the Philippines’ competitive edge as an investment destination.

Under the law, RBETS should provide a centralized, end-to-end tax administration for RBEs, ensuring the uniform application of incentive rules while strengthening revenue protection.
“This reduces fragmentation, promotes predictability, and gives both taxpayers and government a clear, common framework for compliance,” Finance secretary Frederick Go said in his speech during the ceremonial launch of RBETS.
In a separate statement, Trade secretary Ma. Cristina Roque said the new service is designed to return “precious time and resources” to entrepreneurs, allowing them to focus on expansion rather than administrative friction.
The service will be staffed by revenue officers trained to navigate the specific complexities of RBE operations, providing expert guidance and support to priority industries.
Express counters will be established in revenue district offices with more than 50 registered RBEs. Acting as “green lanes” or one-stop shops, these counters will enable RBEs to complete transactions efficiently without the need to move between offices.
In addition, 20 RBE express counters will be set up nationwide, particularly in key commercial and economic hubs, including Subic Bay Freeport Zone, Clark Freeport and Special Economic Zone, Makati, Taguig, Pasig, Muntinlupa, Quezon City, Bataan, Batangas, Cavite, Laguna, Pampanga, and Cebu.
The activation of RBETS is expected to serve as an invitation to international investors, signaling that the Philippines has moved toward a more predictable and investor-friendly fiscal regime, the Department of Trade and Industry said.
