The Bureau of Customs (BOC) has revised its policy covering charges for off-dock container yard/container freight stations (CY/CFS).
Customs Memorandum Order (CMO) No. 02-2025 is an addendum to CMO No. 41-2015, which provides revised uniform rates charged by off-dock CY/CFS.
CMO 02-2025 now covers shipments delivered to off-dock and off-terminal customs facilities and warehouses (CFWs) operators.
In particular, it adopts a one-rate charge system and standardizes the adjustment based on the periodic rate of increase of arrastre and wharfage fees promulgated by the Philippine Ports Authority. This means all CFW rates shall automatically be adjusted proportionately based on the rate of increase of arrastre and wharfage fees implemented by PPA, except for documentation and Online Release System (OLRS) charges.
Under CMO 02-2025, the following rates shall be inserted in CMO-41-2015:

- Insurance charge (if there is general insurance or no waiver of cargo claims against the off-dock CY/CFS) – 1/8 of 1% of free on board value or P682.66, whichever is higher
- Heavy lift/oversize (over 3 RT oversize single unit cargo) – P3,892.80 per RT
- Dangerous cargo to include hazardous cargo if special handling and/or other charges are imposed by the terminal facility – 100% surcharge for storage stripping and handling to be imposed on the owner of the dangerous/hazardous cargo
- Incidental charges reimbursable pass-on charges
All rates are subject to VAT.
