BOC head reminds officials, employees on gambling ban for civil servants

Customs commissioner Ariel Nepomuceno reminded all bureau officials and employees on the prohibition against all forms of gambling, including online betting.

“Participation in gambling activities or frequenting gambling places undermines public trust and confidence in the government service and constitutes conduct prejudicial to the best interest of the service,” according to Office of the Commissioner Memo No. 69-2025 dated October 17.

The ban includes entry into casinos, gambling dens, cockpit arenas, or other similar venues, in line with Civil Service Commission (CSC) Advisory dated September 2, 2025.

The directive is also consistent with Republic Act No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees, which mandates public servants to uphold integrity, professionalism, and accountability in service.

Violations of the directive will be dealt with in accordance with existing CSC rules and other relevant laws.

All heads of offices are directed to ensure strict compliance and report any violations within their respective jurisdictions.

Earlier, the Bureau of Customs also strictly prohibited all its personnel from holding any interest in customs brokerage operations as part of the agency’s intensified efforts to eliminate conflicts of interest and reinforce transparency within its ranks.
