The Philippine Bureau of Customs (BOC) has once again reshuffled personnel at several big ports.
The new personnel movements took effect under several Customs Personnel Orders (CPOs) dated and signed on April 2, and effective until revoked.
Early this year, Customs Commissioner Isidro Lapeña explained that he orders personnel movements “when I see the need” for such action, especially if evaluation shows performance falls behind targets.
Last February, Lapeña also issued an order that the district collector, the deputy collector for assessment, the Formal Entry Division (FED) chief, as well as examiners, appraisers, and other personnel performing assessment functions at collection districts who do not hit their monthly targets would be replaced.
Last March, five collection districts were not able to collect their assigned targets. These were the Port of Manila (POM), Manila International Container Port (MICP), Ninoy Aquino International Airport (NAIA), Iloilo, and Zamboanga.
Under CPO B-106-2018, Atty. Erastus Sandino Austria, previously district collector of Davao, has been assigned as district collector of POM, replacing Atty. Vener Baquiran. Austria will be replaced by Atty. Romalino Valdez, chief of the Export Coordinating Division under the Port Operations Service, as acting district collector.
Segundo Sigmundfreud Barte, Jr., of the Compliance Monitoring Unit (CMU), will be acting deputy collector for assessment, POM, while Atty. Ma. Lourdes Mangaoang, previously deputy collector for passenger services of the Ninoy Aquino International Airport (NAIA), will be deputy collector for operations, POM.
Acting deputy collector for operations/assessment of the subport of Dadiangas, Davao Rizalino Jose Torralba, will be acting deputy collector for administration, POM, while Attorney II Atty. Gerard Turiano of Subic Port has been assigned to the Office of the District Collector of POM.
Maricon Manalo, customs operations officer (COO) V of Manila International Container Port, has been assigned as POM FED chief, while Karin Mae Mercado, acting chief of Assessment Division of Davao, and Nestor Altarejos, COO I from Davao port, have been assigned to the FED.
Baquiran has been transferred to CMU, along with other replaced POM officials. These officials include Ramon Anquilan, former acting deputy collector for assessment; Atty. Ernelito Aquino, former acting deputy collector for operations; Gerardo Macatangay, former acting deputy collector for administration; Antonio Meliton Pascual, former FED chief; Atty. Gemini Salvacion, formerly with POM’s Law Division; and Arturo Gamboa, Jr., formerly with POM’s Xray Inspection Project.
Former FED acting chief of MICP Evelyn Rivera has also been moved to the CMU.
In a separate Customs Special Order, Lapeña has appointed Atty. Ma. Rhea Gregorio, who is the former acting deputy collector for assessment of MICP, as acting deputy collector for passenger services at NAIA, replacing Mangaoang.
Divina Garrido from CMU, meanwhile, has been assigned as acting deputy collector for assessment, also at NAIA.
Angelito Agulto, acting COO V of the subport of Dadiangas, has been appointed acting deputy collector for operations and assessment at the same subport.
Faisal Basman, COO V of Davao port, will be Assessment Division chief of the same port, while Atty. Jose Lagac, Jr. of Port of Cagayan de Oro has been assigned to the Office of the District Collector of Davao.
Atty. Lilibeth Sandag, of the Revenue Collection Monitoring Group, has been assigned as acting district collector of the Port of Clark. Vicente Yutangco, Jr., former deputy collector for assessment of Davao, will be acting deputy collector for operations at Clark. – Roumina Pablo
