The Bureau of Customs (BOC) is finalizing the list of recommended officials, including deputy commissioners and directors, for submission to Malacañang, acting customs commissioner Yogi Filemon Ruiz said.

No “drastic changes” in personnel will be in the offing, Ruiz said in a press conference on August 10.

District collectors will remain in their posts provided they hit their revenue targets. “My policy is if they are performing then they remain in their position. If they (can) not meet their revenue target, then they will be replaced.”

Ruiz said will make “system changes” that in the long run will redound to a more successful accomplishment of BOC’s three primary mandates: revenue collection, trade facilitation, and border protection.

“If I can accomplish those three with the present set of officers, present set of collectors, then why will I change the present set of officers? But as I have said, we are already vetting additional applicants for certain positions,” he added.

During former Customs commissioner Isidro Lapeña’s term, district collectors were re-assigned for failing to meet their monthly revenue targets.

Ruiz noted though that BOC has been hitting its monthly collection targets, even posting record high collections. For the month of July, 14 of the 17 collection districts achieved their monthly targets. Ruiz said he expects the bureau to surpass its August collection goal of P62 billion.

From January to July, BOC took in P481.139 billion, exceeding the cumulative target of P388.597 billion by 23.8% and by 34.1% the P358.915 billion collection in the same period last year.
