BOC to implement 3-year customs brokers' accreditation

Customs brokers’ registration with the Bureau of Customs (BOC) is now valid for three years from the previous one year. This development aligns registration validity for brokers with those of importers and exporters, much earlier also set at 3 years.

In a memo dated May 13, Customs commissioner Ariel Nepomuceno directed the Management Information Systems and Technology Group to configure and update the BOC Client Profile Registration System (CPRS) and all related customs electronic systems to reflect the three-year validity.

MISTG must also ensure that system controls validate the registration period, and restrict lodging of goods declaration to customs brokers with valid and active registration, the memo said.

The BOC Accounts Management Office is likewise directed to strictly implement and enforce the three-year validity period in the processing, approval, and monitoring of customs broker registration.

AMO should also undertake the necessary validation and cleansing of existing records to ensure that only duly registered customs brokers with valid and active CPRS profiles are authorized to transact with BOC.

The three-year validity is pursuant to Customs Administrative Order (CAO) No. 05-2019, which provided the guidelines on the registration of customs brokers and their representatives, and extended the validity of their registration with the bureau to three years from one year.

The Philippine Chamber of Customs Brokers, Inc. (PCCBI), in a social media post on May 14, expressed “heartfelt appreciation” to Nepomuceno for the order.

Issued in 2019, CAO No. 05-2019 states that customs brokers desiring to lodge and process goods declaration at BOC should register and obtain a Certificate of Registration (COR) from the bureau.

The COR will be valid for three years from the year of issuance unless suspended or revoked for cause.

Every year in between the three-year period, the customs broker must submit the annual reportorial requirements to update his/her profile and submit an Affidavit of Change of Circumstances if there are any material change/s on his original application form, or Affidavit of No Change if there are no changes.

Renewal of application must be filed within one month prior to the expiration of the COR. However, no application for renewal shall be accepted or entertained if filed within five working days prior to the date of COR expiration. Any application filed after the registration has expired shall be considered as a new application.— Roumina Pablo
