BOC’s ePay ready for use by Dec 10 in all ports

The pilot implementation of the Bureau of Customs’ (BOC) Electronic Payment Portal System (ePay) will begin on December 10 for all ports nationwide, according to a memo by the BOC Management Information Systems and Technology Group (MISTG).

ePay is a secure digital payment facility that allows stakeholders to settle obligations using credit/debit cards or digital wallets.

It serves as an alternative mode of payment for duties and taxes manually processed under the informal entry procedure and miscellaneous fees payable to BOC, MISTG deputy commissioner Revsee Escobedo said in MISTG Memo No. 19-2025 dated December 1.

The implementation of ePay is pursuant to Customs Memorandum Order (CMO) No. 06-2024, which covers the collection of duties and taxes on goods covered by goods declaration manually processed under the informal entry procedure and the miscellaneous fees payable to BOC using ePay.

The system complies with Executive Order No. 170 series of 2022, which orders the adoption of digital payments for government disbursements and collections.

CMO 06-2024 also aims to provide a centralized system for the online generation of order of payment (OP) and provide real-time confirmation of payment. OP refers to the instructions given through ePay for the external stakeholders to pay any duties, taxes, and/or miscellaneous fees due to the customs bureau.

All consumption entries filed using BOC’s Electronic-to-Mobile System, including additional assessments brought by post entry modification are, however, excluded from CMO 06-2024.

ePay will be maintained by MISTG and monitored by the collection division of ports, BOC’s Revenue Accounting Division, Statistical Analysis Division, and other concerned offices.

Aside from ePay, BOC and the Land Bank of the Philippines signed in March 2024 a memorandum of agreement for the use of the bank’s electronic payment facility for digital payments of miscellaneous fees to the customs bureau.
