ID-100174475Effective June 1, all organizations and individuals transporting dangerous goods by air will be mandated to secure accreditation from the Civil Aviation Authority of the Philippines (CAAP) before transacting with any air operator.

The CAAP, under Memorandum Circular 02-2014, requires all shippers, cargo agencies, freight forwarders, ground-handling service providers, approved maintenance organizations, and air transportation offices to obtain accreditation from the regulator.

CAAP said the new requirement is pursuant to Republic Act 9497, or the Civil Aviation Authority Act of 2008, and the Philippine Civil Aviation Regulations Part 18, or the Transportation of Dangerous Goods by Air, and in compliance with International Civil Aviation Organization Technical Instructions.

The CAAP said it would take necessary measures to ensure compliance with its regulations, including continuous inspections, enforcement, and prescription of appropriate penalties for violations.
