ID-100267558The Philippine Civil Aeronautics Board (CAB) has cut the number of requirements for the filing of original and renewal applications by air transport operators and service providers.

Under Memorandum Circular (MC) No. 05-2016 signed on July 26 by executive director Carmelo Arcilla, CAB streamlines the list of requirements for original and renewal applications of the Certificate of Public Convenience and Necessity to Operate (CPCNO), Foreign Air Carrier’s Permit (FACP), and Authority to Operate Aircraft for the Furtherance of Business (AOAFB).

The circular is in line with CAB Board Resolution (BR) No. 06-2016, issued last April, to implement a “less paper transaction” program and cut down on the paper requirements of applications that need to go through hearings and investigations, a preparatory move for the complete digitalization of all the agency’s operations by next year.

The MC is also in line with President Rodrigo Duterte’s directive to further improve and expedite government processes.

MC 05-2016 applies to all requirements for applications for CPCNO for Scheduled Domestic Air Transport Services, Scheduled International Air Transport Services, Non-scheduled Domestic Air Transport Services, Non-Scheduled International Air Transport Services, FACP, and AOAFB.

CAB said the streamlined list retroactively applies to all petitions filed with the agency starting March 1, 2016.

MC 05-2016 repeals all circulars, rules, memoranda, and regulations inconsistent with the new order.

And as part of the streamlining of processes, CAB earlier issued MC No. 04-2016 that prescribes a new list of requirements for processing unopposed applications for an original or a renewal of an authority to operate as an international or domestic airfreight forwarder, general sales agent of foreign airlines (passenger or cargo), and offline carriers. – Roumina Pablo
