Cebu Pacific flew 24.173 million passengers from January to November 2025, higher by 10% from the same period last year.

Domestic passengers grew 8.5% to 18 million, while international passengers went up 14.9% to 6.2 million, the budget airline reported in a regulatory disclosure.

Seat load factor (SLF) averaged 84% for the 11-month period, while overall capacity in seats was up by 10.3% to 28.8 million.

For the month of November, however, passenger traffic dropped 9.1% to 2.14 million from 2.355 million in November last year as domestic passengers decreased by 11.5% year-on-year on 12.2% lower seats, resulting in a domestic SLF of 83.8%.  International passenger traffic also went down by 1.8% year-on-year, with seat capacity up 7.1%, bringing international SLF down by 6.9 percentage points to 76.8%.

“As we entered November, we proactively reduced our flying to preserve maximum capacity for the December and January peak period,” said Mike Szucs, Cebu Pacific chief executive officer.

“In addition, November was defined by severe weather events, particularly Typhoons Tino and Uwan,” he added. “These events, along with the challenges associated with re-installation of Airbus software at the end of the month caused further impact to our overall capacity.”

Moving into the end of 2025 and the beginning of a new year, Szucs said they are looking forward “to returning to double digit capacity growth over the coming months to align with the strong forward booking outlook.”

The airline in a recent press release announced that it is marking the milestone of its 250 millionth passenger – a Singapore-based overseas Filipino worker – through a short brand film.
