Cebu port raises foreign cargo-handling fees by 15%

  • Stevedoring and other charges for vessels handling foreign cargoes at Cebu port will increase by a total of 15% this year and next
  • The increase has been approved by the Cebu Port Authority and will come in two tranches of 7% this year and 8% in 2024
  • The first tranche will take effect on January 7, or 15 days after MC 07-2022’s publication on December 22 and 23

The Cebu Port Authority (CPA) has approved a 15% increase in stevedoring and other charges for vessels handling foreign cargoes at Cebu port.

The 15% increase to be imposed on vessels handling foreign cargoes will come in two annual tranches and excludes cement and rice cargoes, according to CPA Memorandum Circular No. 07-2022.

The first tranche will be 7% and the second, 8%.

The first tranche will be implemented on January 7, or 15 days after MC 07-2022’s publication on December 22 and 23, 2022. The second tranche will take effect one year after the first tranche’s implementation.

The increase is pursuant to CPA Board Resolution No. 1030-2022, adopted and passed on December 16, 2022 by the Cebu Port Commission “in the interest of ensuring smooth operation of the foreign cargo-handling operations in the Port of Cebu.”

MC 07-2022 noted that the proposal for the increase was presented during a public hearing held on December 2, 2022.

MC 07-2022 supersedes MC 12-2019, which imposes a 10% increase in foreign cargo-handling tariff. – Roumina Pablo
