Anflo Management and Investment Corp., Davao International Container Terminal (DICT), and Philcement Corp. recently broke ground on a cement manufacturing plant and its dedicated berth in Panabo, Davao del Norte.
The manufacturing plant situated near DICT will have an annual capacity of two million metric tons of cement and will cater to demand for high-quality cement in Mindanao, Anflo said in a statement.
The manufacturing plant will be operated by Philcement Mindanao, a joint venture between Anflo, DICT’s parent company, and Philcement, a subsidiary of conglomerate PHINMA Corp. engaged in the processing, marketing and distribution of cement, with Union Cement as its legacy brand.
The dedicated 200-meter berth will be constructed at DICT to handle the cement and cementitious materials that will be processed by the manufacturing plant.
Construction and operation of the berth will be overseen by DICT Bulk Terminal, Inc., the joint venture between DICT and Philcement.
The berth and cement plant are expected to be operational by second half of 2026, DICT first vice president and general manager Giovanni Pimentel told PortCalls in a text message.
Pimentel said berth construction will not affect berthing of vessels at DICT.
DICT business development manager Lemuel Calatrava at the sidelines of the Mindanao Shipping Conference 2024 in Davao City said the bulk terminal construction will cost at least P700 million and acquisition of conveyor, port equipment and ship unloader as well as cement terminal construction, P2.3 billion.

With the new JV, Calatrava said DICT will soon handle three types of cargoes—containers, breakbulk and bulk.
Currently, DICT has a 730-meter berth, of which 130 meters is for breakbulk and 600 meters for container vessels. The port features 20 hectares of container yard and a 15-hectare empty container depot.
In 2021, DICT completed its expansion, bringing annual capacity to 800,000 twenty-foot equivalent units. – Roumina Pablo
