The control and supervision of the Bureau of Customs (BOC) X-Ray Inspection Project (XIP) has again been returned to the Enforcement Group (EG) from the Intelligence Group (EG).

The realignment aims to “further enhance the enforcement of customs and other regulatory laws, rules, and regulations,” according to Customs Memorandum Order (CMO) No. 04-2025 dated July 10.

With this, the direct control and supervision of the XIP will be under the deputy commissioner of the EG to “ensure that the XIP effectively performs its duties and functions.”

Retired police brigadier general Nolasco Bathan was recently appointed as deputy commissioner for EG.

The transfer took effect immediately, according to CMO 04-2025.

The XIP is a frontline border protection of BOC responsible for the detection of prohibited, restricted, misdeclared, underdeclared, and illegal imports through its non-intrusive container inspection.

It was realigned from Office of the Commissioner (OCOM) to the EG in 2014, was returned to OCOM in 2017, transferred to IG in 2018, returned to the OCOM in 2023, then transferred again to IG in 2023. – Roumina Pablo
