Atty Felipe Geoffrey De Vera formally assumed the post of district collector at the Bureau of Customs-Manila International Container Port (BOC-MICP) on December 15.
De Vera took over from Rizalino Jose Torralba, who is now district collector of BOC-Port of Manila (POM). Torralba replaced Alexander Gerard Alviar following a turnover ceremony also held on the 15th.
Before his current posting, De Vera was district collector of BOC-Port of Cebu, now headed by Alexandra Lumontad.
At the BOC-MICP event, De Vera cited his predecessor’s accomplishments in leading the country’s highest Customs collection district.
“I am fully aware that I have very big shoes to fill, given the many achievements of Collector Toralba during his fourteen months of dedicated leadership at MICP. I am ready to take on that challenge —because this is already my fourth stint at the Port. In many ways, this is not a new assignment for me; it truly feels like coming home,” said De Vera.

The MICP team also recognized the service and accomplishments of Torralba, describing his term as a period marked by strengthened revenue performance, intensified border protection, and sustained reforms in customs operations.
They noted that Torralba prioritized employee welfare, capacity-building, and initiated a series of infrastructure improvements.

The leadership turnover at BOC-MICP marked the port’s 48th founding anniversary and employees were given commendation “for exhibiting exemplary commitment and outstanding passion for public service, and whose professionalism and diligent efforts in the service of public interest have contributed significantly to the attainment of the Bureau’s vision and mission.
Meawhile, at the BOC-POM, Alviar thanked the port’s workforce for their cooperation, professionalism, and dedication throughout his tenure.
The POM is also one of the country’s biggest collection districts.
Torralba, for his part, thanked Customs commissioner Ariel Nepomuceno for his “trust and confidence” and vowed that together with the POM personnel, they will aim to continue improving the district’s public service performance.
