DHL is suspending US shipments with a declared customs value of more than $800 starting April 21.
The collection and shipping of business-to-consumer (B2C) shipments to the US has been paused following implementation of a new US policy lowering the threshold for formal entry processing.
DHL in a recent update said the temporary measure aims to help it manage delays being experienced due to the new US Customs and Border Protection policy requiring formal entry processing for all shipments to the US with a declared customs value over $800 – down from the previous $2,500 threshold—that took effect on April 5.
DHL said the new policy “has caused a surge in formal customs clearances, which we are handling around the clock.”
It added: “While we are working diligently to scale up and manage this increase, shipments over USD 800—regardless of origin—may experience multi-day delays.”
Shipments—whether business-to-business (B2B) or B2C—to US companies with a value above $800 are not affected by the temporary suspension, though they may also face delays, DHL said.
“This is a temporary measure, and we will share updates as the situation evolves,” DHL added.
Prior to this, the CBP last January said it is proposing changes to the de minimis (low-value shipments) import process, including requiring additional shipment information.
CBP said its proposed entry of low-value shipments rule will enhance supply chain visibility and will enable CBP to better interdict illegal shipments across US ports of entry.
