The Department of Transportation (DOTr) has received the first bundled proposal for the modernization and expansion of the Davao, Siargao, and Bicol airports, according to Transportation Secretary Vince Dizon.
The project proponent is the Philippine Regional Airports Consortium comprising the Gokongwei Group, JG Summit, and Filinvest Group.
Worth P16.048 billion, the project involves bundled development, operation, and maintenance of the Davao International Airport and the Bicol International Airport over a 30-year concession period, and the Siargao Airport for a 15-year concession period, according to information from the Public-Private Partnership Center (PPPC) website.
It covers construction, development, installation, and subsequent operation and maintenance of the airports’ equipment, facilities, and systems.
In a letter dated June 19, 2025, the Civil Aviation Authority and the Davao International Airport Authority informed the project proponent and the PPPC that it will proceed to the detailed evaluation of the proposal.
The proposal was endorsed by the PPPC to the implementing agencies on June 16, 2025 after being determined to be complete pursuant to Section 10 of the Public-Private Partnership Code.
Dizon in a statement said the modernization of the Davao, Siargao and Bicol Airports is expected to boost tourism and boost business in the areas.
“Ang mensahe ng Pangulo natin, hindi lang tayo naka-focus sa Metro Manila at binibigyan pansin ng gobyerno ang pangangailangan ng ibang probinsya sa ating bansa,” he said.
