DOTr seeks consultants for Zamboanga, Surigao and Camiguin airports

The Department of Transportation (DOTr) is looking for consultants for the development of three regional airports—Camiguin, Surigao, and Zamboanga.

In two separate requests for interests, the DOTr called for submission of documents for consulting services for the Camiguin Airport Development and New Surigao Airport Development projects. The consultants will conduct project a feasibility study and master plan with environmental and social impact assessment study and land acquisition and resettlement action plan.

The DOTr is also re-bidding consultancy services for the conduct of detailed engineering design study for the New Zamboanga International Airport Development Project.

The agency is allocating P79.634 million from its 2025 budget for consultancy services for the Camiguin Airport project, which aims to address current limitations and future growth of the only air hub in the province.

According to the project’s terms of reference (TOR), while Camiguin Airport has played a key role in supporting the island’s tourism industry, its existing facilities have reached their operational limits due to a notable increase in passenger and cargo traffic. Consequently, the current infrastructure, including the runway, which can only accommodate smaller aircraft, and the limited number of aircraft parking bays, is no longer sufficient to meet the growing demand for air transport services.

To address such limitations and to support future growth, the TOR said there is a pressing need for a comprehensive feasibility study and master plan study. The outcome of the study will provide critical insights for the planning and implementation of an upgraded airport that can sustainably meet the growing demands of both the aviation industry and Camiguin’s tourism-driven economy.

For Siargao airport, DOTr will spend P77.511 million from its 2024 budget. The project is envisioned to enhance connectivity, foster economic development, and promote climate adaptation and resilience in the region.

According to the project’s TOR, a 2015 study found expansion of the existing Surigao Airport presents a complex and multifaceted challenge and entails high financial, social, and environmental costs. Thus, the proposition to develop a New Surigao Airport emerged as a more viable and strategic solution to address the aviation needs of the region effectively.

Finally, the P92.5-million contract for the proposed New Zamboanga International Airport Development Project involves preparation for an airport master plan for the medium-term (2035) and long-term (2045). This is a re-bid for consultancy services for the conduct a detailed engineering design study. The initial invite for interested bidders was posted in May. On July 17, 2025, the Bids and Awards Committee for Aviation and Airports has declared a failure of bidding for the consultancy services for the New Zamboanga International Airport Development Project.

The proposed airport will be developed to replace the existing Zamboanga International Airport. It will be located mainly in Barangay Mercedes and Barangay Talabaan in Zamboanga City, with small portions at the southwest end in Barangay Zambowood.

As Zamboanga is the commercial hub and economic engine of Region IX and BaSulTa (Basilan, Sulu, and Tawi-Tawi), the airport will help to restore the city’s prominence in Mindanao, according to the project’s TOR.

Based on the forecast of a 2018 feasibility study, the proposed New Zamboanga International Airport will accommodate an annual load of 1.987 million passengers in the medium-term (2030) and 5.937 million passengers for the long-term (2040).

Eligibility documents of interested consultants for the three airport projects must be submitted to the Bids and Awards Committee (BAC) on or before August 27.

Interested bidders should have experience on completing consulting services of size, complexity, and technical specialty comparable to the requirements of the project, including quality of performance.

The BAC will draw up the short list of consultants from those who have submitted their expression of interest, including the eligibility documents, and have been determined as eligible.

The biddings will be conducted through an open competitive bidding procedure under Republic Act No. 9184 or the Government Reform Procurement Act.
