The Department of Transportation (DOTr) is bidding out Busuanga and Laoag airports projects. It is also re-bidding the contract for consultancy services for the New Dumaguete Airport Development Project.

DOTr intends to apply P308.622 million and P109.396 million from its 2025 budget for locally-funded projects for the Busuanga Airport Development Project and Laoag International Airport Development Project, respectively, according to separate invitations for bidding posted on May 16.

The Busuanga Airport project entails the extension/improvement of the existing concrete runway in the Palawan gateway, to be completed in 300 calendar days.

The Laoag International Airport project, meanwhile, covers construction of a parallel taxiway, which should be completed in 270 calendar days.

Both projects will be conducted through open competitive bidding procedures pursuant to the 2016 revised implementing rules and regulations of Republic Act No. 9184 or the Government Reform Procurement Act.

Pre-bid conferences for both projects will be held on May 26, while the deadline of submission of bids is on June 11. Opening of bids for both projects will also be on June 11.

DOTr, meanwhile, is requesting shortlisted consultants to join the re-bidding for consultancy services for New Dumaguete Airport Development Project.

DOTr in letters of invitation dated May 16 invited the three shortlisted firms — Yoonshin Engineering Corp., Keunjeong Architects and Engineers, and Incheon International Airport Corp. — to submit their technical and financial proposals for the project no later than July 2, 2025, which is also the same date for the opening of bids.

The New Dumaguete Airport Development Project will be funded through a loan from the government of South Korea, through the Export-Import Bank of Korea (KEXIM), in the amount of $255.715 million.

DOTr said it intends to apply $14.499 million of the loan for the consultancy services, the period of which is 75 months starting within 30 days from the receipt of notice to proceed by the transportation department.

The winning consulting firm will provide the necessary professional and technical services to ensure the successful implementation of the project.

The Philippines, through the Department of Finance (DOF), last year secured the financing agreement with KEXIM for the project, which has a total cost of P17.06 billion, about P13.15 billion of which will be supported by KEXIM.

DOF earlier said the Dumaguete Airport project covers 197.55 hectares of land development in the Municipality of Bacong, Negros Oriental to construct a new airport facility that complies with domestic and international standards for operational safety and efficiency.

It is envisioned to enhance the tourism and trade potential, economic activities, and standard of living in the province.

According to the consultancy project’s terms of reference, Negros Oriental is one of the existing tourism destinations that are expected to attract more air travelers in the coming years due to the abundance of natural and cultural tourism assets in the area as well as its proximity to nearby well-known destinations such as Cebu, Siquijor and Bohol. The province is currently being served by the Dumaguete-Sibulan Airport, which is the 7th largest domestic airport in the Philippines.

It noted, however, that according to masterplan studies of the Korea International Cooperation Agency in 2015 and Japan International Cooperation Agency in 2006, “it is recommended to increase the airport capacity to cope with the increasing air travel demand and provide safe and satisfactory infrastructure and facilities for air transport operation.”
