The Origin Management System (OMS), a portal intended for increased utilization of free trade agreements (FTAs) in the Philippines, was officially launched on December 4 during the 2025 National Exports Congress (NEC).
The OMS is a web-based system that digitalizes and streamlines the application and issuance of the Product Evaluation Report (PER) required to avail of preferential tariffs under the country’s FTAs and Generalized System of Preferences (GSP).
The OMS, along with the FTA information portal launched in December last year, are the major components of a project between the Department of Trade and Industry (DTI) and the Korea Institute for Advancement of Technology (KIAT) that commenced on November 29, 2023.
The project aims to enhance the international competitiveness of Philippine micro, small, and medium enterprises, increase the utilization of existing Philippine FTAs and preferential trade arrangements, and reduce the time and costs of Philippine manufacturers and traders to comply with rules of origin requirements of FTAs and GSPs.
Korea Trade Network (KTNET), the Korean government’s designated trade automation business service provider, is implementing the project with Philippine-based value-added service provider InterCommerce Network Services, Inc. as its partner. The DTI-Export Marketing Bureau (EMB) takes the lead in implementation on the Philippines’ side.
Through the OMS, exporters can submit applications to the Bureau of Customs (BOC) for the PER on manufactured export product, if the product is qualified under a specific FTA origin criterion.

DTI-EMB Bianca Pearl Sykimte, in a chance interview with PortCalls at the sidelines of the NEC, said the system can provide exporters guidance in terms of tariff classification and whether their product qualifies or not under the different product specific tools in FTAs.
“And if you do not qualify, it can also provide guidance in terms of what part of your supply chain can be replaced so that you’ll be able to qualify for tariff preference,” Sykimte added.
She said about 170 exporters and 70 customs brokers are already signed up with the system. The first exporter who had applied for a PER under the OMS was already approved by BOC.
BOC has also issued Customs Memorandum Order No. 06-2025, which provides the rules implementing the OMS.
The memo noted though that the exporter still has the option to submit the application manually under existing procedures although Sykimte said “ideally, the best way to do it” is through the OMS.
The OMS is also capable of integrating with the own enterprise resurge planning systems of businesses so that they can just upload their data instead of separately encoding in the OMS.
KTNET earlier said the OMS can make the origin certification process faster and transparent, and help businesses and exporters utilize FTAs, thereby reducing costs as they can take advantage of preferential tariffs under such agreements.
Utilization of FTAs in Korea increased from around 60% to 82% in 2023 when they implemented their FTA origin determination service called Korea FTA Plus.
KTNET said the Philippines is the first country where the system is implemented outside of South Korea, although similar systems are also being utilized around the world, especially in developed countries. – Roumina Pablo
