Retired police major general Gilbert Cruz has been appointed as new administrator of the Office for Transportation Security (OTS), an attached agency of the Department of Transportation (DOTr) tasked with overseeing the security of all transportation systems in the country.
Cruz replaced Arthur Bisnar, who has been designated undersecretary for Regional Operations at the Department of Public Works and Highways.
President Ferdinand Marcos Jr. signed his appointment paper on October 22. This marks Cruz’s second appointment under the Marcos administration. He just recently served as Presidential Anti-Organized Crime Commission (PAOCC) executive director, where he led operations that dismantled several illegal online gambling hubs linked to criminal activities and offshore gaming operations.
Before joining the PAOCC, Cruz served as a permanent member of the Dangerous Drugs Board under former President Rodrigo Duterte, where he helped craft national anti-drug policies and enforcement strategies.
The OTS is the sole authority responsible for regulating and implementing security measures in civil aviation, maritime, land transportation, rail systems, and related infrastructure.
Born in November 1964, Cruz graduated from the Philippine National Police Academy’s “Tagapangtanggol” Class of 1986 and later served as its director. He was regional police chief in Eastern Visayas from 2017 to 2018, and in the Caraga Region from 2018 to 2019.
