Significantly higher parking rates at the Ninoy Aquino International Airport (NAIA) take effect today (October 1).
Under Manila International Airport Authority (MIAA) Revised Administrative Order (AO) No. 01 series of 2024, New NAIA Infrastructure Corporation (NNIC) will collect the following parking fees for the first two hours:
- P100 for buses
- P50 for cars
- P20 for motorcycles
Those compare with the previous P40 for the first three hours and P15 per succeeding hour.
Succeeding hours under the new rates are as follows:
- Cars – P25 per hour or a fraction thereof
- Motorcycles – P10 per hour or a fraction thereof
- Buses – P50 per hour or a fraction thereof
Overnight parking rates (for every 24 hours), meanwhile, are now:
- Cars – P1,200
- Motorcycles – P480
- Buses – P2,400
The previous overnight parking rate was P300 every 24 hours and P14 for every succeeding hour.
NNIC, which took over operation and management of NAIA on September 14, said the adjustments are “necessary to ensure continued maintenance and improvements to our facilities.”
It added: “NAIA fees have not changed in over 20 years, hindering in its modernization and aiding its decline,” noting that passengers are set to benefit from “an improved overall experience” with the adjusted rates.
The NAIA operator said all fee adjustments were set by government and its financial adviser for the airport project, Asian Development Bank. It added that ADB and the Department of Transportation benchmarked the adjusted rates against international standards, reflecting the cost of operating a modern airport.
Aside from parking rates, regulated aeronautical fees and charges such as landing and take-off fees, aircraft parking fee, tacking fees, cargo terminal fee, and passenger processing charges will take effect on the start date of NNIC’s operations and maintenance (September 14), according to AO No. 01.
Aircraft parking fees are now P28,000 for the first four hours, up from the current P19,044. For every excess hour, the rate is P28,000 from the previous P16,736.
The new passenger service charge (PSC), on the other hand, will take effect only in September 2025, the first anniversary of NNIC’s takeover of NAIA.
From the current P200 for domestic departing passenger and P550 for international departing passenger, the PSC will become P390 for domestic departing passenger and P950 for international departing passenger.
NNIC will be entitled to collect PSC from all departing international and domestic passengers on commercial and general aviation flights, except for the exempted passengers such as infants, overseas Filipino workers, and flight and extra crew, among others.
The revised fees on landing and take-off, aircraft parking, tacking, cargo terminal, and passenger processing charges will have subsequent increases every five years starting the fifth year of the contract.
