Industry groups stress need for more IT investments to enhance customs operations

Industry and trade associations represented by the European Union’s Trade Contact Group (TCG) have stressed the need for increased IT investments and digital solutions to enhance global customs operations.

Aligned with the World Customs Organization’s (WCO) 2025 theme, “Customs Delivering on its Commitment to Efficiency, Security, and Prosperity,” a joint statement by the groups underscored the critical role of innovative technologies in addressing the growing complexity of global trade.

The organizations highlighted the need for efficient and stable IT systems to streamline customs processes and enhance business competitiveness. Such systems, they said, should facilitate predictable operations, especially for trusted economic operators, while aligning with the dynamic nature of global supply chains.

Digital transformation, including interoperable platforms, real-time data sharing, and the “single window” approach, was emphasized as pivotal for enabling seamless customs procedures.

“These advances will ensure that customs procedures are both efficient and capable of supporting a future-oriented customs reform both in the EU and around the world,” the statement read.

The statement also advocated for proactive adoption of technologies like artificial intelligence and machine learning to improve risk management and counter illicit trade while ensuring the smooth flow of legitimate goods.

“Customs IT Systems must proactively adopt the latest technologies moving beyond a reactive stance of retrospective over-regulation,” said the statement, adding that legislation and regulation should support flexibility in system updates and technological advancements.

A dual focus on security and trade facilitation remains essential, according to the group.

The associations also stressed the importance of workforce development, urging policymakers to invest in the recruitment and training of Customs professionals. Skilled personnel are vital to leveraging technology effectively and navigating the complexities of modern trade environments, they said.

The statement concluded by urging policymakers to prioritize legislation and resource allocation for IT infrastructure and workforce training. These measures, the organizations said, “will ensure customs can deliver on its commitments, meet the objectives of the WCO’s 2025 theme, and support the goals outlined in the EU Customs Reform.”

 “This International Customs Day, our organizations ask all stakeholders to reaffirm their dedication to ensuring that customs authorities and economic operators have the regulatory frameworks, partnerships, tools, and resources they need to tackle future challenges and to fulfil their critical role in the global trade ecosystem,” the statement ended.

Some of the associations that signed the statement are Airlines for Europe, AmCham EU, Business Europe, Ecommerce Europe, European Community Shipowners’ Associations, Eyropean Express Association, International Air Transport Association, International Port Community Systems Association, and World Shipping Council.
