InterCommerce, EDII to help Indonesian forwarders comply with EU import rules

InterCommerce Network Services, Inc. (INS) has partnered with PT Electronic Data Interchange Indonesia (EDII) to provide Indonesian freight forwarders and carriers with a seamless solution for complying with the European Union’s (EU) Import Control System 2 (ICS2) requirements.

INS is a Philippine electronic customs and trade solutions provider with more than 38 years of experience in cross-border trade facilitation, while EDII, a subsidiary of state-owned port operation company PT Pelabuhan Indonesia, provides digital logistics and trade facilitation solutions.

The EU Import Control System 2 (ICS2) is an advanced cargo information system that aims to enhance the safety and security of goods entering the EU by introducing a standardized pre-arrival customs process for all transportation modes.

Under the system, all economic operators (EOs) that bring goods to or transiting through the EU countries have to declare safety and security data to ICS2 through the entry summary declaration (ENS). Based on the ENS, all goods are subject to safety and security risk analysis and better targeted controls. The system was implemented in stages starting in 2023 and will fully replace ICS2 by September 2025.

As part of the collaboration signed on April 22, INS and EDII will jointly offer an integrated digital platform that enables freight forwarders to submit their ENS efficiently and in full compliance with EU regulations.

The ICS2 portal developed for EDII carriers and freight forwarders provides a familiar and user-friendly experience for end-users, INS said in a statement.

With this platform, users can choose from three practical options for submitting their ENS: Excel file upload, online lodgment through the portal, or API (application programming interface) integration with their internal systems.

INS said these flexible submission methods aim to cater to a wide range of digital readiness among freight forwarders and carriers.

The collaboration also underscores the shared commitment of INS and EDII to assist Indonesian freight forwarders and carriers in complying with the regulations of the EU international customs. With ICS2 implementation phased across the EU, INS said this partnership ensures that Indonesian stakeholders remain ahead of regulatory changes and can trade confidently and efficiently with Europe.

Apart from the ICS2 portal, INS earlier collaborated with EDII for the successful execution of Japan’s Advance Filing Rules facilitating Indonesia freight forwarders to seamlessly comply with Japan’s pre-arrival cargo data rules.
