Local carriers to collect passenger terminal fee for Bangsamoro Airport Authority

The Bangsamoro Airport Authority (BAA) has inked a memorandum of agreement with Cebu Pacific and Philippine Airlines on the collection of the passenger terminal fee.

Under the MOA signed on January 20, the P200 domestic service passenger service charge (DSPC), also known as the passenger terminal fee, levied on tickets purchased for flights departing from Bangasamoro Autonomous Region in Muslim Mindanao (BARMM) airports will be collected by the air carriers and remitted directly to the Bangsamoro Treasury Office.

The agreement aims to devise measures to reduce processing time of passengers’ service fee collection to promote a seamless and hassle-free travel experience, BARMM Ministry of Transportation and Communications (MOTC) said in a statement. BAA is one of the sectoral offices under MOTC.

The DSPC in other airports in the Philippines is also already being collected by carriers, integrated in the airline ticket.

In September last year, the Civil Aviation Authority of the Philippines (CAAP) transferred the management and landside operations of airports in BARMM to BAA. These include the airports of Cotabato, Sanga-Sanga, Jolo, Mapun, as well as the non-operational airports in Malabang and Wao. Landside operations of the six airports were transferred officially to BAA last January 10.

On March 27, 2021, the Department of Transportation officially turned over its functions and assets to MOTC. Other transport agencies’ operations and offices have also transferred their functions and assets to their counterpart sectoral offices of MOTC since 2021.

BARMM, the only region with its own government, consists of the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi.
