Marcos appoints DOTr agency heads

  • President Ferdinand Marcos, Jr appoints various DOTr agency heads
  • New leaders for the Manila International Airport Authority, Civil Aviation Authority of the Philippines, Office for Transportation Security, and Maritime Industry Authority were appointed 
  • Carmelo Arcilla was retained as executive director of the Civil Aeronautics Board

President Ferdinand Marcos, Jr. named more officials to head attached agencies of the Department of Transportation (DOTr), including the Manila International Airport Authority (MIAA), Civil Aviation Authority of the Philippines (CAAP), Civil Aeronautics Board (CAB), Office for Transportation Security (OTS), and Maritime Industry Authority (MARINA), according to a DOTr statement.

In an appointment letter signed by Executive Secretary Victor D. Rodriguez, Marcos Jr. appointed the following:

  • Hernani Nieves Fabia, Administrator, MARINA
  • Cesar Chiong, Acting General Manager, MIAA
  • Edgardo Diaz, Deputy Director General, CAAP
  • Manuel Antonio Tamayo Deputy Director General, CAAP
  • Carmelo Arcilla has been retained as Executive director, CAB
  • Ma. O Ranada Aplasca, Administrator, OTS

Chiong, Diaz and Tamayo are all previous employees of PAL Holdings, mother company of Philippine Airlines where Transportation Secretary Jaime Bautista was president.

Chiong used to head the budget airline of PAL Holdings, Airphil Express. Airphil Express is now known as PAL Express.

Diaz was vice-president of PAL Express while Tamayo was vice president for operations of PAL and then later its director of operations.

Other DOTr agency heads appointed earlier were Manuel Boholano was named OIC of the Philippine Ports Authority and Romeo Vera Cruz, OIC of the Land Transportation Office.

The appointment of Christopher Pastrana as PPA general manager appears to be in limbo after news of conflicts of interest emerged. Pastrana had already been sworn into office by Marcos.
