President Ferdinand Marcos Jr. has signed Proclamation No. 1206, approving the expansion of the First Philippine Industrial Park (FPIP) II Special Economic Zone in Sto. Tomas City, Batangas.
This expansion adds nearly 72,000 square meters of designated ecozone land to one of the country’s most active manufacturing hubs.
The proclamation, issued upon the recommendation of the Philippine Economic Zone Authority (PEZA) board of directors, designates four parcels of land in Barangay San Rafael, Sto. Tomas City, for inclusion in the existing FPIP II Special Economic Zone. The additional area totals 71,982 square meters.
“Pursuant to the powers vested in me under Republic Act No. 7916 or the Special Economic Zone Act of 1995, as amended by RA No. 8748, and upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority, I, Ferdinand R. Marcos Jr., President of the Philippines, do hereby designate several parcels of land, located at Barangay San Rafael, City of Sto. Tomas, Province of Batangas, for inclusion into the existing First Philippine Industrial Park II-Special Economic Zone,” reads the proclamation signed on March 30, 2026.
FPIP II is a joint venture between First Philippine Holdings and Japan’s Sumitomo Corporation, spanning more than 500 hectares in Sto. Tomas City.
The zone is home to over 140 global manufacturers, including Brother, Dyson, and Nestlé, with a concentration in electronics, automotive, and aerospace industries.

The expansion is subject to the provisions of the Special Economic Zone Act and its implementing rules and regulations, as well as PEZA Board Resolutions No. 15-521 and No. 15-424, both issued in 2015, as amended by Resolution No. 18-273 in 2018.—Michael Barcas
