MMDA welcomes ex-PNP chief Torre III as new GM

The Metropolitan Manila Development Authority (MMDA) welcomed the appointment of former Philippine National Police (PNP) chief Gen. Nicolas Torre III as its new general manager.

“Gen. Torre is a welcome addition to the MMDA family. I am sure he will be a big help to the agency,” MMDA chairman Atty. Don Artes said in a statement.

The agency noted that Torre, who was appointed to the post by President Ferdinand Marcos Jr. last week, has extensive experience in public service and law enforcement which are vital to “strengthening MMDA’s mandate in traffic management and public safety.”

The MMDA also extended its appreciation to outgoing general manager Procopio Lipana for his more than three years of service.

Torre, the first Philippine National Police Academy (PNPA) alumnus to lead the PNP, served as its 31st chief from June 2 until August 25.

His career included leading the Criminal Investigation and Detection Group, the Police Regional Office 11, and the Quezon City Police District, with high-profile operations such as the arrest of former president Rodrigo Duterte and the capture of Pastor Apollo Quiboloy.

Lawmakers from the House of Representatives, including Deputy Speakers Francisco Paolo Ortega V and Jefferson Khonghun, Congressman Ernesto Dionisio Jr., Congressman Ramon Rodrigo Gutierrez, and Congressman Ziaur-Rahman Adiong, collectively welcomed Torre’s appointment.

“The President has made an excellent choice in appointing General Nicolas Torre III as MMDA Chairman,” they said in a joint statement.

“His proven leadership, discipline, and extensive experience in public safety and large-scale operations position him perfectly to tackle Metro Manila’s critical issues, including traffic congestion and urban planning,” the group added.
