New CIAC, BCDA heads named

New heads of Clark International Airport Corp. (CIAC) and Bases Conversion and Development Authority (BCDA) were recently named by the Office of the President.

Joseph Pascua Alcazar is the new president and CEO of CIAC and lawyer and businessman Hilario Paredes, chairperson of BCDA.

Alcazar replaced Arrey Perez, who resigned end of September. Paredes, previously a BCDA board member, took the place of retired Police General Thomas Lantion.

Alcazar has been a management, marketing, information and telecommunications professional for over 27 years, according to CIAC.

He served as chief ICT advisor for the BCDA, where he contributed to government-backed initiatives under the “Build Build Build” infrastructure program of the Marcos administration.

His recent involvement in sports administration complements his experience in the public sector. He played a central role in organizing the 30th Southeast Asian Games in 2019 and served as president and CEO of the 11th Asian Age Group Aquatics Championships, hosted in February 2024 at New Clark City.

Alcazar’s professional experience extends to private sector roles, including senior management positions at telecommunications company Smart Communications and advertising agency McCann Erickson. Additionally, he co-founded Gondola Mobile Solutions and also chaired the Mobile Marketing Association Asia Pacific.

Meanwhile, Paredes has a background in public-private partnerships, including infrastructure projects.

He has extensive background in corporate and commercial law, litigation, public-private partnerships, Build-Operate-and-Transfer law, and government infrastructure projects, including toll roads, rail, and power plants domestically and internationally. His expertise also covers banking and corporate finance, real estate law, succession and estate planning, immigration, and labor and employment.

A graduate of Ateneo de Manila University School of Law with a Juris Doctor degree in 1996, Paredes has held roles at multiple law firms, later establishing Paredes Law Group in 2006.
