Bidding for the proposed P14.82-billion San Ramon Newport Project (SRNP) in Zamboanga City has failed as no party submitted pre-qualification documents.

The Zamboanga City Special Economic Zone Authority (ZCSEZA) Pre-Qualification, Bids and Awards Committee, in a notice issued on January 14, 2026, declared a failure of bidding after no pre-qualification documents were received from any prospective proponent until the January 7 deadline.

The deadline for submission of pre-qualification documents was already moved several times from the initial schedule in October 2025.

ZCSEZA last July announced it was seeking parties to pre-qualify and bid for the design, financing, construction, operation, and maintenance of the SRNP, envisioned to be the main trade, commerce, and industrial center of the Zamboanga Peninsula or Region 9, and the first freeport in Mindanao.

The project was to be under the build-operate-transfer scheme, a public-private partnership model, with a 35-year concession period, inclusive of the development period of four years.

Operation was targeted to start by 2030.

With a land area of around 23 hectares in Barangay Talisayan, Zamboanga City, the project included the construction of an inland berth facility and harbor basin, a container berth and south breakwater cum south berth, continuous roll-on/roll-off ramp and north berth, port back-up areas including a road network, parking, and open areas; buildings and other support facilities, and utilities.
