The Philippine Competition Commission (PCC) and the Land Transportation Franchising and Regulatory Board (LTFRB) have signed a memorandum of agreement to deepen inter-agency cooperation in promoting fair competition and protecting commuters in the public land transport sector.
The agreement, signed by PCC chairperson Michael Aguinaldo and LTFRB chairperson Vigor Mendoza II, establishes protocols covering notification procedures, policy coordination, investigation support, and information sharing between the two agencies.
Under the memorandum, both agencies committed to consult on public transportation policies, review LTFRB rules and regulations for compliance with the Philippine Competition Act (PCA), and jointly address cases involving anti-competitive agreements, abuse of dominant position, anti-competitive mergers and acquisitions, and other PCA violations.
The agreement also provides for the creation of joint task forces when necessary, logistical and technical support for investigations, and access to relevant information, subject to confidentiality and data privacy safeguards. It further includes provisions for capacity-building programs and advocacy initiatives to raise awareness of competition law among transport operators and commuters.
“This agreement strengthens our ability to safeguard commuters by embedding competition principles in public transport regulation,” Aguinaldo said in a press release.
“Working closely with LTFRB ensures better services, more choices, and fairer prices for the riding public,” he added.
The signing was witnessed by PCC executive director Kenneth Tanate and LTFRB executive director Loumer Bernabe.
