PCCI now accepting ATA Carnet accreditation
  • The Philippine Chamber of Commerce and Industry is now accepting accreditation for the ATA Carnet, an internationally recognized customs document that allows tax- and duty-free temporary admission of goods
  • The Philippines will start implementing the ATA Carnet System on July 15, 2024

The Philippine Chamber of Commerce and Industry (PCCI) is now accepting accreditation for the ATA Carnet, an internationally recognized customs document that permits tax- and duty-free temporary admission of goods for up to one year.

The ATA Carnet System will be implemented in the country starting July 15.

Also known as the “passport for goods,” the ATA Carnet provides an easy way to temporarily import and export goods without having to pay customs duties and taxes in participating countries.

ATA is an acronym for the French and English terms ‘admission temporaire’ or ‘temporary admission.”

The PCCI is the duly authorized national issuing and guaranteeing association for the country under the ATA Carnet system in the Philippines.

Exporters and entrepreneurs seeking to access more markets via trade shows save time and money through the ATA Carnet.

With the document, salespeople, exhibitors, and other business travelers can make advance customs arrangements at a predetermined cost, visit several countries, and use the ATA Carnet for multiple trips during its one-year validity. They can then return to their home country with their goods free from problems or delays.

Businesses can also streamline their cross-border transactions, saving time and resources while guaranteeing compliance with global trade regulations.

PCCI will host an online training/workshop in the third week of June to provide complete information on the ATA Carnet and its benefits.

The Philippines signed the Instrument of Accession to the Convention on Temporary Admission on April 28, 2021.

Commonly known as the Istanbul Convention and the Convention on the Use of the ATA, it provides the mechanism for implementing the ATA Carnet System.

The document was deposited with the World Customs Organization on Jan. 17, 2022. The Istanbul Convention took effect in the Philippines on April 17.

Goods covered by the Convention include professional equipment; goods for display or use at exhibitions, fairs, meetings or similar events; goods imported for manufacturing operations; goods for educational, scientific, or cultural purposes; travelers’ personal effects; sporting goods; and goods imported for humanitarian purposes, among others.

The Philippines’ inclusion in the ATA Carnet System was long advocated by government agencies and business organizations alike, including the PCCI, the Export Development Council, the Department of Trade and Industry, and the Philippine Exporters Confederation, Inc.

The PCCI-ATA Carnet Secretariat will be providing assistance throughout the ATA Carnet accreditation process. To apply, interested parties may visit www.philippinechamber.com or email pcci.atacarnet@philippinechamber.com.
